Service Host: Network service is hogging all of my bandwidth. I have tried every suggestion I could find on google, to no avail. All of my updates are off and bandwidth limited. (Windows 10 is up to date) Connection set to metered. Background Intelligent Transfer is disabled Downloads from other PC's is off. Etc.How do I talk to a live person for customer service?

Opening services and manually enabling the service doesn't work either - When I attempt to enable the service an "Access is denied" message is shown. Is there a way to get around this?
